IAPG Energy Collection and Conversion Working Group (ECCWG) Hybrid Meeting 2026

The Interagency Advanced Power Group (IAPG) Energy Collection and Conversion Working Group (ECCWG), formerly the Renewable Energy Conversion Working Group (RECWG), Annual Meeting is scheduled for August 4–6, 2026, at the Naval Surface Warfare Center Carderock Division in West Bethesda, Maryland. In-person participation is preferred; however, a virtual option will be available through Microsoft Teams.

Meeting Goals

The IAPG emphasizes program coordination and dissemination of technical information to increase the effectiveness of government programs, avoid duplication, identify technology gaps, and maximize success in research efforts. The ECCWG meeting will provide a forum for a cross-cutting review of current government research activities across the interest of ECCWG members within the IAPG member agencies (Air Force, Army, Navy, Department of Energy, NASA, and the Department of Transportation).

The meeting will be held in the Building 40 Raye Montague Center for Maritime Technology, USS Langley Room 206.

Meeting Attendees – Please Review Carefully

Attendance is limited to U.S. citizens in the following categories:

  • U.S. government employees, includes Intergovernmental Personnel Act employees.
  • Employees of Federally Funded Research and Development Centers. This includes employees of the FFRDC only, not employees of the administering entity. View the master government list of FFRDCs.
  • Science and Technology Reinvention Laboratory (STRL) Employees. View for more information on STRL.
  • Systems Engineering and Technical Assistance (SETA) Employees.

Visit Requirements – Non-Department of War (DoW) Participants Only

A SECNAV Form 5512-1, along with a copy of your Real ID driver’s license or passport must be completed and submitted no later than July 24, 2026. Please be sure to save this to your computer and open in Acrobat (do not attempt to open in a browser), then complete the form in its entirety, including your initials and signature on page two. Additional information will be provided with registration confirmation.

During the registration process, please ensure you are providing your full legal name as it appears on the government issued ID you will be using for identification at NSWC Carderock.

Visit Requirements – Department of War (DoW) Employees

Visitors with a valid DoW issued Common Access Card (CAC) may enter the installation through the main security gate and proceed directly to the meeting facility. No further action is needed.

Facility Access

NSWC Carderock’s front gate is co-located with the Visitor Center, and access is via Clara Barton Boulevard using the dedicated access ramp for the base gate.  DoW CAC holders must present their CAC at the gate for entry.  Participants who submitted their SECNAV 5512 and Real ID in advance will be placed on the gate access list; those individuals must show their Real ID to the gate guard to gain access.  Please see their Visitors Guide for additional information and area maps.

Parking

Parking at Carderock is permitted in any unmarked spot (non-handicap and non-reserved) on a first-come, first-served basis.  The attached map highlights several nearby parking options.  Rideshare services may drop visitors off at the Visitor Center, and a public bus also provides service to the Visitor Center.  The meeting room is a flat, paved 0.2-mile walk – about five minutes – from the Visitor Center. Lodging

The Washington, D.C., Maryland, and Virginia (also known as the DMV) areas offer many lodging options. Tysons Corner, Virginia; Bethesda, Maryland; and Rockville, Maryland, are within commuting distance of Carderock. Keep in mind that D.C.’s rush hour extends expected commute times, so plan to depart a little early to ensure adequate time for check-in at the visitor center.

Food Accommodations

Food and beverage accommodation will be at your own expense. Carderock Building 40 has the Lann Sann Café (menu available, PDF), which is conveniently located within the meeting building and offers breakfast and lunch made to order or via hot bar, as well as beverages. You are also welcome to bring your own food and beverages. Due to limited escort availability, we ask that non-CAC holders remain onsite for lunch.

Facility Tours

Tours of the Naval Surface Warfare Center Carderock Division are scheduled for Wednesday, August 5, 2026. Please indicate on your registration if you plan to participate.

Group Dinner

A no-host group dinner is planned for the evening of Wednesday, August 5, 2026. Attendees are responsible for their own charges. Please indicate on your registration if you plan to participate.

Presentations due July 23, 2026

Final presentations in Microsoft PowerPoint or Adobe PDF format are to be sent to Renee O’Brokta by close of business on July 23, 2026. All presentation files must be submitted in advance so they can be prepared and made available for download by registered participants. Please ensure you can meet the July 23, 2026, presentation deadline if requesting a timeslot.
